In this verse one person is ignoring someone who holds high regard and genuine love for him.

Who would value creation more than its creator? Indeed God holds the highest pride and love for all of HIS creation. Yet man is blind to this love. Man doesn’t always trust that God will stand by him in time of need. He turns his love towards the world and believes that the world will reciprocate. In the course of courting the people of the world, man forgets to spare affection for the Creator.
In this verse, God is purportedly seeking to divert the attention of a man (or woman) towards HIM.
Of course God is entirely self sufficient and needs no one’s attention or love.
He tries to gain the attention of a human being for the latter’s own good. Finding happiness and lasting love in a finite world is like chasing water in a mirage. It is bound to bring disillusionment and sorrow. The path of devotion is where lasting happiness is guaranteed.
God is therefore telling man, I know you don’t think much of me but give me a chance. You have willingly accepted the world as your own. Try accepting me too. Give me your heart and let me prove my loyalty and love in return.

There are legends from mythology as well as from the life of several saints that attest to the loyalty God shows towards HIS devotees. Whether it was appearing in the form of a lion-man ( Narsimha) for Prahlad, securing the modesty of Draupadi, obeying Pundalik’s orders to stand still on a brick until he attends to his parents, protecting Meerabai after the poison she was made to consume by her jealous husband, salvaging the writings of Tukaram from the river or lending the hand in daily chores to Janabai. They put their faith in HIM and he never let them down.
When a child puts up his hands towards a parent seeking a hug the parent is overjoyed and almost instantly takes the child into his/ her arms. Instead if a child ignores the parent repeatedly, a good parent can never forsake the child. A mother or father remains worried that this child may seek love from a wrong person, someone who may not care for them or even hurt them. Similarly as much as God stands behind his devotees, HE watches out with even more concern for those who have lost their way in the mortal world.

There is no paucity of people in the world who don’t believe in the existence of God. Many who remotely believe God exists do not have a personal relationship with HIM. They do not think they stand to gain anything from HIM. On the contrary they blame the world’s problems on HIM. However all conclusions are simply based on loose assumptions. Deep thinking and personal search for truth is absent. Until they dig deep to find answers they will never reach the spiritual center and feel the love of God. The universe on the other hand is constantly calling out to the center. Many sufferings and troubles in the material world are often wake up calls to seek higher consciousness, if you can hear them. There is a true lover in the heart who is trying to woo the mind to turn inwards. Just give me a chance, put me to trial and allow me to prove my love for you, HE says. I will not ever disappoint your faith in ME.
